Mental Health Finance Policy

Finding policy solutions and strategic ways to fund them is a critical piece of the Mental Health Transformation Project—the place where "vision" becomes "reality." Reports in this section examine the strategies, and assess the success, of programs designed around the priority of a systemic transformation in the delivery of mental health services.

Implementing E2SSB-5763 in Washington State Counties

This report looks at the impact of E2SSB-5763 legislation, which allows Washington State counties to implement an increase to the sales tax of 1/10 of one percent in order to fund mental health and chemical dependency services. At the time of the study, the funding strategy had been adopted by eight of the 39 Washington State counties: Clallam, Clark, Island, Jefferson, King, Okanogan, Skagit and Spokane.
